On April 21 I spoke before council. I questioned their decision (unanimous) on the bylaw ordering us to buy bear locks. I in no way condone this intrusion in one's private affairs.
The bins are the property of Mr. Carney - his bin, his problem.
Further, your action is an infringement and further violation of the Charter of Rights and Freedoms. Do we not have our own charter or constitution?
